The charitable foundation "A Country to Live In" invites legal firms to submit proposals for providing consulting services. The purpose of these services is to assist the foundation's legal team in understanding the requirements of Lithuanian law regarding corporate documents and the proper handling of corporate documentation, personal data management, and employee employment documentation.

Below are detailed descriptions of the required services and the selection criteria for legal firms.
Scope of Services
1. Analysis of documents for amending the charter of a non-profit organization and consultation on the procedure for making such amendments.
2. Consultation on labor law: rules for hiring foreign nationals, types of employment contracts.
3. Consultation on other types of contracts permissible with foreign nationals depending on their status (national visa, permit for temporary/permanent residence in another EU country, permit for temporary residence in Lithuania on humanitarian grounds, refugee, awaiting refugee status with the right to work), and taxation of remuneration paid under contracts, depending on their type.
4. Consultation on personal data management: a list of required documents (policies, rules, consents, etc.), rules for handling personal data in contacts with residents of the USA, EU, and Belarus.
5. Consultation on other issues related to the foundation's work with employees, including rules and procedures for appealing decisions of state services and agencies under Lithuanian law.
Total: 8 consultations.

Selection Criteria
1. Experience and Knowledge
- Experience working with non-profit organizations, particularly foundations.
- Experience in resolving labor issues involving foreign nationals.
- Knowledge of the Russian language.
2. Qualifications
- A license or other authorizing documents to carry out consulting activities on the stated issues, if required by the laws of the Republic of Lithuania.
3. References and Examples of Successful Work
- Recommendations from previous clients, preferably on similar issues.
- Examples of successfully resolved cases.
Proposal Requirements
- A detailed proposal describing each area of services.
- A description of the consultants' qualifications and professional experience.
- A description of the service costs.

Evaluation Process
