Report on the work of "A Country to Live in" Foundation for January-March 2024

Here's what we managed to accomplish in the first quarter of this year - read it right now.

The fund provided financial assistance totaling 22,900 euros.


As part of the migration project, we addressed 23 inquiries, including:
  • Refusals to issue humanitarian visas / residence permits / asylum
  • Concerns about refusal to issue residence permits / asylum (procedure)
  • Refusal to issue residence permits / asylum due to national security threat
  • Exiting from asylum
  • Questions related to the extension of document validity or annulment (visas, residence permits)
  • Preparation, obtaining, and processing of documents (certificates) for the issuance of residence permits / visas, processing of asylum cases, residence permits, national visas
  • Legalization with residence permits based on asylum in other countries (not in Lithuania)
  • Requests for options for legalization in Lithuania
  • Requests for the collection of personal data within the project's activities

Our team of psychologists reviewed applications from 22 individuals during the first three months of the year. Another 23 individuals continue therapy from last year. In total, 45 people receive psychological assistance.

The most common issues addressed to psychologists include:
  • Insomnia
  • Problematic adaptation in a new environment
  • Misunderstanding of prospects, confusion, frustration
  • Emotional swings, breakdowns
  • Problems faced by children in a new country
  • Depressive state
  • Severe stress
  • Increased anxiety
  • Lack of internal support
The Fund's legal team reviewed 49 inquiries, conducted 44 consultations, prepared 15 documents, and referred 5 inquiries to relevant state authorities of the respective country or specialized NGOs.

Those who reached out mostly fall under the category of "relatives of political prisoners."

The most frequently asked questions were about:
  • Appealing decisions on administrative offense cases (allegedly violating legislation on foreign gratuitous assistance)
  • Migration issues
  • Eviction from residential premises through judicial procedures
  • Interpretation of legislation (terminology of the Criminal Code and Administrative Offense Code)
  • Procedures for executing punishments and establishing preventive supervision
  • Lists of political prisoners compiled based on various criteria

The Fund's tech support handled 74 inquiries:
  • 69 inquiries were addressed in the initial consultation
  • 41 inquiries were taken into work
  • 29 individuals successfully completed a full cycle of device cleaning

Additionally, during the reporting period, the head of  "A Country to Live in" Foundation, Olga Zazulinskaya, and the member of the board of trustees, Irina Mclean, presented the project "Voice Across Borders: Intercontinental Relay in Support of Belarus." The presentation took place at the III conference of Belarusians worldwide in Prague. The global relay is planned for the end of November 2024.

Furthermore, A Country to Live in Foundation, together with the Public campaign BY_Help, BYSOL Fund, and Dissidentby Initiative, announced the establishment of the "Humanitarian Ambulance Service" . It aims to improve the quality and effectiveness of assistance to those repressed for political reasons and allow coordinated responses to new challenges.
